Police
State Police
The Town of Roxbury is served by the Connecticut State Police, Troop A Division, located in Southbury. A Resident Trooper program and a part-time Constable force supplement the 24-hour coverage of Roxbury by the Connecticut State Police.
Resident Trooper
The Roxbury Resident State Trooper is responsible for oversight of Roxbury's law enforcement needs. Office hours in Roxbury Town Hall are generally Monday through Friday, during regular business hours.
Town Constables
The Constables are certified professionals who patrol the Town of Roxbury. The Town Constables respond to complaints, perform house watches for absent residents, patrol neighborhoods, and check doors/windows of municipal buildings and businesses. The Town Constables also conduct traffic control and enforcement on a regular basis.

In order to schedule an appointment to submit a temporary pistol permit application, please email State Trooper Matt Cimelus at matthew.cimelus@ct.gov and include your full name and contact information. Once this information is received, you will be contacted by an Officer to schedule an appointment to initiate the process.
Application
A completed State of Connecticut Pistol Permit Application (DPS-799-C Rev. 08/04/22). The completed form must be notarized prior to submission to the Police Department.
Proof of Legal Presence in the U.S.
Please bring a certified copy of your birth certificate, a U.S. Passport or documentation issued by I.C.E. to prove that you are legally and lawfully in the United States.
Firearm Safety Certificate
Please bring the certificate you’ve received from a Dept. of Emergency Services and Public Protection-approved safety class, indicating your successful completion of said class.
Identification
Your government-issued identification must show your current address. If not, please complete a change of address form and file with the Department of Motor Vehicles prior to filing the Temporary State Permit to Carry Pistols and Revolvers with the Resident Trooper.
Military
If you served in the United States military, you must provide a copy of your DD-214.
Payment
Please bring one check (personal or cashier’s check or money order), payable to “Town of Roxbury”, in the amount of $70.00, which is the Town processing fee and will be deposited at the time the temporary permit is issued.
Criminal History Background Checks
Visit the Connecticut Criminal History Request System PreEnrollment website (https://ct.flexcheck.us.idemia.io/CCHRSPreEnroll/).
Complete all the required fields and you'll be asked to pay the State and FBI background check fees. (This fee is not refundable if permit is denied). After paying you will receive an "Applicant Tracking Number" with a barcode. PRINT this page and bring it to any CT State Police Troop or Police Department with a "LiveScan System".
Upon completion of a background investigation, including fingerprint results, a Temporary State Permit to Carry Pistols and Revolvers (DPS-11-C) will be issued, if you have met all requirements and no disqualifying conditions arise. At this point, you can schedule an appointment with Connecticut State Police Special Licensing and Firearms Unit to obtain a Permanent Connecticut Pistol Permit. Upon State Police Bureau of Identification (SPBI) approval, you will be contacted by the Roxbury Resident State Trooper's Office which shall issue you the 60-day Temporary State Pistol Permit - results should be received in approximately 1 week.
Within the 60-day period you must proceed in person to the DESPP Division of State Police to apply for the permanent State Pistol Permit. Your photograph will be taken at DESPP.
